Within a decade, the program was federally funded and operationally standard. By the 1970s, $200 million annually was spent on aerial retardant operations. The technology was locked into budget cycles and regulatory approval frameworks before anyone had rigorous data on whether it actually reduced fire losses or just created the appearance of action. The mechanism repeats itself. A new tool arrives, initial trials show promise on small fires under ideal conditions, and anecdotal success gets amplified.

The technology gets defended by the agencies that deploy it and the companies that manufacture it. By the time skeptical cost-benefit analysis happens, the infrastructure exists, careers depend on it. Political capital has been spent defending it.
