The Nuclear Regulatory Commission just decided that "as low as reasonably achievable" no longer means what it used to.
That phrase, ALARA in the regulatory shorthand, has been the foundation of nuclear safety for fifty years. It meant reactor operators had to keep radiation exposure constantly lower, with no acceptable threshold where they could stop optimizing. Now the NRC is replacing it with a standard that allows doses to flatten out once they hit a certain number.
Operators at aging reactors started hitting concrete problems. Retrofitting cooling systems, replacing corroded pipes, upgrading containment structures. The work that makes reactors safer also exposes workers to more radiation.
Under ALARA, there was always more to do. Under the new standard, operators can reach a point and declare themselves done. The math changes the moment you change what "reasonably achievable" means. The utilities running aging light-water reactors pushed for this. An operator facing a 400-million-dollar cooling system upgrade can now argue that the radiation exposure from the work itself exceeds the risk reduction it provides.
